Seifel Consulting has
completed assignments for over 90 redevelopment projects
throughout California with projects ranging in size from
less than 100 acres to 7,000 acres. We assist clients
at every stage of the redevelopment process, including
the preparation of technical analyses and reports for
the adoption, amendment or merger for approximately half
of these projects. We keep current with the latest changes
in the California Community Redevelopment Law (CRL) and
case law, ensuring that clients meet the requirements
of the CRL.
Plan Adoption, Amendment and Merger Services
We advise cities and counties on successful strategies
to adopt redevelopment plans and amend plans to add territory
to the existing Project Area, extend financial and time
deadlines, merge projects into one project area, or fiscally
merge projects for tax increment purposes. We prepare
feasibility studies and CRL-required Preliminary Reports,
Reports to the Legislative Body, Implementation Plans
and Housing Plans.
Redevelopment Advisory Services
We provide an array of services to redevelopment agencies, such as strategically
advising on how best to maximize and most effectively use agency resources; analyzing
the benefits of SB 211 amendments; reviewing pass through payments; preparing
bond fiscal consultant reports mid-term reviews of implementation plans and 33343
reports; and analyzing developer pro forma.
Redevelopment Project Planning
and Implementation
We help agencies formulate a redevelopment program that best meets the community’s
needs and resources. We also help agencies identify, plan and implement projects
that address blighting conditions in the project areas and revitalize the community.
Tax Increment Projections and Public
Finance Strategies
We project tax increment revenues for redevelopment agencies under a range of
development or amendment scenarios. We assist clients in developing capital spending
plans, refining plan timing and boundaries, and preparing achievable schedules
of project activities based on available funding. We also evaluate a wide range
of potential funding mechanisms and sources, and recommend financing strategies
to implement redevelopment projects. We research available funding and create
inventories of potential federal and state funding sources.
Physical and Economic Blight Analysis
We undertake field surveys and photographic documentation
to analyze and document physical and economic blighting
conditions, including building conditions, incompatible
uses, and environmental challenges. We also perform economic
analyses such as trends in property values, retail sales,
vacancy rates, and crime rates.
Consultations with Taxing Entities
We analyze the fiscal impacts of redevelopment projects
on taxing entities and prepare revenue forecasts for
taxing entities. We examine financial implications
of tax sharing agreements and help to devise effective
financial and public policy.
Review of Proposed Redevelopment
Plans and Amendments
We review the adequacy of the documentation for proposed redevelopment plans
and amendments as it relates to compliance with the Community Redevelopment Law
(CRL) and recent case law. We analyze and verify blight findings, the nexus between
blighting conditions and the redevelopment program, and financial projections
and feasibility.
