Since 1996, Seifel Consulting has advised the City of Alameda on its redevelopment efforts. We led the successful plan adoption effort for the Alameda Point Improvement Project (APIP) - a military base reuse project situated on Alameda Island, San Francisco Bay.
Located on 1,700 acres of land and 1,100 acres of water, this $375 million redevelopment project will create new residential, recreational, industrial and commercial opportunities. Community-building efforts include planning, homebuyer’s assistance, housing, transportation, and infrastructure improvements. The APIP Community Reuse Plan includes the following features:
- Civic Core and Inner Harbor mixed-use areas emphasizing R&D/industrial uses
- Main Street neighborhoods area with residential, parks, school, office, civic, and retail uses
- Marina mixed-use area emphasizing marina, civic, residential and recreation uses
- Northwest territories area including an international commerce and trade zone with light industrial/R&D and warehouse uses, a Science and Technology Center, and a golf course
- 525-acre wildlife refuge under the management of the U.S. Fish and Wildlife Service.
Seifel Consulting evaluated the fiscal impact of reusing over 2,000 military housing units, coordinated the redevelopment process, and prepared the project's three major redevelopment documents: the Preliminary Report, the Report to Council, and the Implementation Plan with redevelopment team members.
More recently, we prepared plan amendment documents for the Agency’s three project areas. One of the purposes of these amendments is to facilitate the Bayport development, which features 500 new mixed income homes located along Atlantic Avenue near the entrance of the Naval Station.
